ERS, EUE, RA are representatives of modern day democracy and are reflections of the USA, EU and Russia. The OA is Capiatlism in a total governemtn control. THe OA represents the free exchange of ideas and the right to pursue new buisness ideas. It's like that city in Bioshock: Rapture, only instead of one man ruling its the corporations in a oligarthy council and there's no evil mutants and the system actually works. What all four governments represent is the idea of freedom and power to the people with government.
